'Free education is also about people's responsibility to government'

President Jacob Zuma has appointed the Commission of Inquiry to look into higher education funding following student protests for free education.

Free Education is a policy decision. And so, when you take a policy decision you must be able to say how do we fund this.

A lot of countries that have something resembling free education, they have systems that they have put in place that require that when students go to university they have some obligations that they will have to the state.

If a country takes a decision around education, it's about what are that country's own intentions and the responsibilities of citizens are to the country itself.

It's about how people have been socialised to understand what the country does, what government does and the responsibility of the people to that government.
