Are the public protector's recommendations just that or final?

Weekend Breakfast's Africa Melane spoke to the public and constitutional law expert, Cathy Powell, about the significance of the Constitutional Court date regarding the powers of the public protector.

She accepts that it wasn't his intention to benefit corruptly, but nonetheless she points out that he is benefiting unduly from state's funds and therefore should pay back a portion of what it costs and by not doing so he is acting unconstitutionally.

What they want is a principle finding in line with what the supreme court of appeal has already done that nobody may ignore the public protector's report.
