Affordable housing activist focuses on rental laws that protect the vulnerable

The effects of apartheid are still visible in South Africa where communities of people, segregated formally according to the colour of their skin, still exists in practice.

Social activist Zackie Achmat is a passionate advocate for affordable housing for all. He helped found the advocacy organisation Ndifuna Ukwazi, which means dare to know, and tackles these issues.

He speaks to various players in the field of housing and rental matters.

Neville Chaney, DDG Strategy and Planning, Department of Human Settlement, talked about the legislative and regulatory framework being implemented, which finally favours poor house holds and the working class.

The policy aims to achieve spatial transformation, integration and derationalisation.

There has been a substantial amount of push back, particularly given our historical property and land inheritance framework.

Chaney says the Rental Act amendments aims to correct the balance the power between landlords and tenants. The inherited legislation processes and procedure were very biased towards landlords.

Leases will need to be in writing and rental tribunal must be established.

We need to move to a progressive space where there is absolute equity and equality between landlord and tenants in relation to affordability and enforcement

Daniel Bonakele Bovu, MMC for housing City of Joburg spoke about housing and rental challenges facing the city and creation of a rental tribunal.

We as the city can no longer say when people are evicted that it is the private owners business, it cannot be...we must take responsibility of helping those who need help from government

The city is also working on a process of bringing people into the inner city and doing away with apartheid segregation, through a programme called "ichep" Inner City Housing Implementation Plan.

Achmat continued to have a very insightful conversation with representatives from the Western Cape Housing Tribunal Roy Stewart and Sithembele Tyutula.
