These bills are stuck because of the lack of public participation in parliament

The Restitution Bill, The Private Security Bill, The MPRDA amendment Bill and the Land Expropriation Bill are all bits of legislation that have not been passed which could mean the laws were drafted but dos not make it past the parliamentary process this then usually calls for the courts intervention.

In many instances bills are rushed and passed towards certain periods like the general and local government elections without procedure being followed and the repercussions thoroughly considered.

Public participation is at the heart of our constitutional system and without it those bills should be thrown back to the drawing board.

What's commendable is that the president has also stepped in because with the expropriation bill he has indicated to the institute of race relations and others that he's minded to send it back to parliament

Parliament as a whole does not get good legal advice and the presiding officers in parliament Clearly haven't been following the rules of parliament
