ANC wasn't short-changed by PR vote - expert

There is nothing unjust about the current proportional representation (PR) system in which parties gain seats in proportion to the number of votes cast for them, says political expert Daryl Glaser.

This comes after ANC secretary general Gwede Mantashe's claim that the electoral PR system appears to favour smaller parties.

Mantashe said that the party would re-evaluate the effectiveness of the PR system at a meeting with the National Executive Committee.

Glaser explains that, although the PR system does not disadvantage the ANC, there are other electoral systems in which the ruling party would stand to unfairly benefit.

He says the proportion of council seats received by the ANC is entirely fair as it represents the votes they received.

If the ANC fell below 50% of seats overall, it's because because they fell below 50% of the votes overall.

He maintains that every vote counts, and that none go to waste in South Africa's PR electoral system.
