South Africa faces a bad diplomatic situation in Singapore as it was revealed that SA's High Commissioner to Singapore, has previously been convicted for alleged drug trafficking, says Rand Daily Mail editor Ray Hartley.

Sunday Times reported that Ngubeni spent two years in a New York city prison for smuggling cocaine into the United States.

Hartley says two scenarios that may have been possible.

Either the intelligence agencies could not find this information about Francis Ngubeni or they decided to ignore it for political reasons.

Probably the best scenario is that the intelligence agencies were incompetent and unable to find an on the record conviction in the US courts. And US courts has a very transparent records that are easily accessible.

The lower road is that they did know about this conviction and despite that made the appointment as a political favour. I think that would be the worse scenario but both of these scenarios are not good.

Hartley suggests that there seems to be connection between Ngubeni and Preside Jacob Zuma.
