The Rand plummeted after it was announced that Finance Minister has been issued with a formal summons to appear in court.
This deals with the early retirement of former SARS employee Ivan Pillay.
The fraud relates to Gordhan, former SARS commissioner Oupa Magashula and Pillay.
NPA head Shaun Abrahams said the Constitution makes no provision for the South African Revenue Service (Sars) to fall within security services and intelligence structures.
Last month the finance minister refused to present himself to the Hawks to answer questions related to the investigation into a unit set up at SARS, known as rouge unit, while he was the organisation’s Commissioner.
During the press briefing in Pretoria, Abrahams has said the establishment of a high risk unit is in conflict with legal mandate of Sars and the Constitution.
Gordhan is expected to appear in court on November 2.
