For the first time in South Africa's democracy, the Minister of Finance will deliver the Medium-Term Budget Policy Statement in Parliament today while facing fraud charges.

Political analyst Nic Borain says Finance Minister Pravin Gordhan will deliver the most difficult Medium-Term Budget Policy since apartheid due to free education demands, a potential downgrade and factions within the ANC.

Historically we have had a minister giving anti-populist budgets but they have survived because the President has backed them.
