Where does your money for plastic shopping bags go?

Thirteen years ago government decided to sell plastic shopping bags to encourage South African consumers to change their behavior and use reusable bags.

Consumer journalist, Wendy Knowler, says the idea was meant to minimise pollution and start a fund to establish recycling companies for job opportunities.

Knowler says the plan to develop the recycling industry failed and now the money goes to government.

We are just paying a tax voluntarily for no particular reason.
