Controversy surrounds Hawks transfer of Kgamanyane to top job

Former acting Independent Police Investigative Directorate (IPID) chief, Israel Kgamanyane, has been given the top job at the Hawks despite allegedly facing charges of fraud and corruption.

Speaking to Stephen Grootes on CapeTalk, Hawks spokesman, Brigadier Hangwani Mulaudzi was unable to confirm if Kgamanyane indeed faced any charges or not.

We don't know if he faces these charges or who has opened this case. We don't have a case number. We do know there was an internal disciplinary hearing in 2016, accusing him of committing fraud and on the same day, it was ruled that there were no grounds for these charges.

Robert McBride is reported to have objected to the transfer as Kgamanyane was allegedly responsible for a purge and restructuring of staff believed to have been close to McBride while McBride was suspended from IPID.

When questioned by Grootes if proper procedure had been followed before the new appointment was made, Mulaudzi confirmed that criminal and other checks would have been done.

It is proper procedure in government, not only in the Hawks, to do a proper check. That was done. ... I don't think there is anything sinister to ask for a transfer ... to go to another unit. I find this very normal

He says that process started in October and was finalised in December.

When asked if there was a war between Mc Bride and Kgamanyane, Mulaudzi said he was not sure if they were competing for the "soul of the two organisations", but that it was "disturbing".

He confirmed that Kgamanyane is working in Pretoria and said that any conflict between law enforcement agencies is very wrong and "not good for government."

Law enforcement agencies have to work together, without getting sidetracked on internal issues.
