Dr Sean Phillips, MD of Johannesburg Roads Agency, says while the road works on the M1 double-decker will disrupt traffic and inconvenience motorists, they are necessary.
Phillips apologised to motorists for any delays that will be caused by the road closures.
The project is part of the city's multi-billion rand investment in stormwater infrastructure improvement set to be completed by May.
The public is asked to use alternative routes in the CBD and allow the construction to be completed as soon as possible.
Phillips says cable theft is to blame for the robots that malfunction after heavy rains in the Joburg CBD.
