The Mail & Guardian reports that South African Revenue Service (Sars) commissioner, Tom Moyane, refuses to accept that he is a subordinate of Finance Minister Pravin Gordhan.

Whenever Minister Gordhan started to assert his power Commissioner Tom Moyane would would to President Zuma. In fact it happened four times in the space of a few months.
