Minister wants to put Treasury in a tight corner, says DA

Parliament's Standing Committee on Public Accounts (Scopa) has summoned Minister of Social Development Bathabile Dlamini to explain her plan to pay 17 million social grants in April as its default contract with Cash Paymaster Services (CPS) ends next month.

Democratic Alliance (DA) spokesperson for Scopa, Tim Brauteseth, says they believe Dlamini wants to negotiate a new contract with CPS before approaching the Constitutional Court for an extension so that Treasury gets blamed if beneficiaries don't get paid on time.

We have evidence that Sassa and CPS have been talking for some time.

We believe the Minister wants new contract put in place which will allow for the increase of this big jump in rate to CPS. Now, the speculation is why she would want a new contract that will allow for a massive increase.

Now, what they want to do is they want to turn it around and sign a new contract and put a gun to the Constitutional Court and put the same gun to head of Treasury and tell Treasury you have to allow an emergency process to approve a company without competitive binding process, and if you don't it's Treasury's fault.
