Sports Minister Fikile Mbalula says the economy was at risk of strain, had the ministry agreed to meet the Commonwealth Games Federation (CGF)’s financial requirements.
Daily Maverick's Antoinette Muller says scenario planners and economists had been warning government from the start.
At least R180 million was spent to get the bid ready and Muller says Mbalula has left many questions unanswered.

Durban won the right to host in September 2015, after being the only city left bidding.
Liverpool and Birmingham have shown an interest to host the multi-sport event.
