ANC discussion document series: Legislature and Governance

The African National Congress recently launched their Discussion Documents ahead of its 2017 National Policy Conference.

These documents will be addressed by structures within the ANC ahead of its policy conference.

Final policy which will only be adopted at its elective conference in December.

Included in these documents was the Legislature and Governance document which proposes the establishment of a Department for State Policy and Planning.

According to the document, this would be housed in the Presidency in order “to locate all planning functions, expertise and resources in order to address inequity and poverty through cogency of all organs of state."

Ayanda Dlodlo, Chairperson of the Legislature and Governance Subcommittee, says these documents are meant to offer the public a platform to engage the content.

The ANC will then take this feedback into account.

Individually, the policy documents contain a proposed set of questions and issues which are being sent to ANC branches.

A list of stakeholders will be drawn up by the subcommittee and will be called to engage on issues around governance that will shape the final document taken to the policy conference in June.

Dlodlo says in 2009, through the National Planning Commission, government embarked on a diagnostic audit to determine the problems with respect to the architecture of the state and how it delivers.

She says the problems identified were then recorded.

She adds that the ANC's view is that there isn't sufficient coherence and coordination.
