Housing remains the spark to the tinderbox

Paul Berkowitz, Director at EDGIS, says during the tenure of former President Thabo Mbeki there was an affordable housing subsidy programme meant to bridge the missing middle.

However, the programme was never implemented.

Berkowitz says what they have done since then is update the value of the incomes of households that would qualify for such a subsidy.

Berkowitz says the N1 Gateway Housing Project was also delayed by national government because it didn't see eye to eye with the municipal government which was adding to the number of unsuccessful housing projects.

Spatial planning is very difficult to undo.
