Mbalula: Smaller NEC will focus ANC

The ANC recently released nine policy discussion documents ahead of its 2017 National Policy Conference in June.

The ruling party held a briefing with chairpersons of the various National Executive Committee (NEC) sub committees.

The ANC’s discussion document entitled "Organisational Renewal and Organisational Design" proposes several changes, including a reduction of the number of National Executive Committee (NEC) members.

There have been new proposals about the percentage of NEC members required to serve in Cabinet and suggestions about prerequisites for ANC branches.

Mbalula says an over-sized NEC is not ideal and argues in favour of reducing the number of members.

100? It's too much! We must reduce that number to make the NEC more focused. Everyone must have a task.

We have free-riders in these NECs where a person becomes a member by attending meeting but he doesn't have a role.

Putting policy into practice

Mbalula says that the latest policy discussion documents follow up on previous resolutions which have not been adopted.

He concedes that work and resolutions of the party's Mangaung national conference in 2012 have not all been implemented.

We combed what has not been done in Mangaung and lifted it into this document equally. We're starting from 2007.

He says poor implementation of policy resolutions should not overshadow the need for organisational renewal.

Mbalula explains that the ANC's organisational renewal relies on theory and human understanding.

Organisational renewal is driven by human beings.. You can't implement the organisational renewal of the ANC if you can't understand the ideology of the ANC.
