'Land expropriation without compensation is aspiration not ANC policy'

Rural Development and Land Reform Minister Gugile Nkwinti says the call for land expropriation without compensation is an aspiration not a policy proposed or implemented by the African National Congress (ANC) and government.

President Jacob Zuma has publicly said the Constitution should be amended to allow for land redistribution.

During an interview with Nkwinti, Karima Brown, quoted the resolution of the ANC during its 2012 national conference in Mangaung, that "expropriation without compensation on land acquired through unlawful means or used for illegal purposes having due regard of Section 25 of the Constitution".

Nkwinti dismisses reports that Constitution amendments to allow for land expropriation without compensation have been proposed by the ANC.

Due regard to Section 25 of the Constitution, talks to a just and equitable compensation. That's what due regard means. It does not talk to expropriation without compensation, except in those circumstances you have read.

The Constitution is fine, there is nothing wrong there. What we have been lacking is that we have not started dealing with institution that are related to this question of acquiring of selling land.

Secondly, before the valuer-general only the market value of the land was determining the price of the land, it's no longer the case.

We are now looking at all five sectors of the Constitution which is why the price of the land has gone down dramatically.
