Zuma either flexing muscles or plotting a reshuffle, says Stephen Grootes

The Finance Minister says he will return to South Africa as he had been planning to do so anyway before the order by President Jacob Zuma.

It's understood that Defence Minister Nosiviwe Mapisa-Nqakula has also been asked to come back from a visit to Pakistan.

EWN's Stephen Grootes says the instruction can be seen as Zuma exercising his power, amid intense speculation about a Cabinet reshuffle.

There are very few reasons why you could need all your ministers here; one of them would be a reshuffle.

The other thing is that Zuma could be saying I am the boss and I am exercising that power, trying to reassert himself.
