Runji says President Jacob Zuma's decision to reshuffle Cabinet was based largely on the factions in the African National Congress (ANC).

The message he is trying to send is that he is not a lame duck president.

Runji says the reshuffle was not only about consolidating power but punishing his detractors withing the ANC. The other implication this has for the ANC is that this decision undermines the notion of collective leadership, says Runji.

President Jacob Zuma is now becoming bigger than the party.
