Bantu Holomisa explains Parly rules on secret ballot

The United Democratic Movement (UDM) says it wants Members of Parliament (MPs) to be allowed to vote by secret ballot in the motion of no confidence against President Jacob Zuma.

The motion will be debated in Parliament on the 18hth of April following Zuma's Cabinet reshuffle which saw five ministers losing their jobs.

The Speaker of Parliament Baleka Mbete said voting procedures in the assembly are determined by the Constitution and the rules of the assembly, and said secret voting will not be allowed.

However, UDM leader Bantu Holomisa says they want to test the Constitution and Parliament rules on the matter.

We feel strongly that a truly democratic outcome should be guaranteed so that nobody feels he or she will be intimidated.

We had a secret ballot when President Zuma was elected, why would it be impossible to do the same when we say we don't have confidence in him.

We have also used secret balloting when the Speaker was appointed. But there is no where in the rules which says the Speaker should be appointed or elected through a secret ballot.

There is a provision in our rule and Constitution which says the National Assembly can determine any policy around the voting.
