Baleka Mbete and President Zuma oppose UDM's secret ballot vote in Parliament

President Jacob Zuma and Parliament Speaker, Baleka Mbete have filed papers opposing a secret vote to a motion of no confidence against President Zuma.

Gaye Davis, EWN Reporter tells CapeTalk's Koketso Sachane that the Speaker of Parliament says it is not within her powers to grant the motion.

She's saying that UDM should rather introduce this to go through the rules committee of Parliament and that if the Constitutional Court were to step in and impose a secret ballot on parliament it would be violating the separation of powers.

This issue of a secret ballot in a motion of no confidence against the President actually did come before a sub-committee that was tasked with reviewing Parliaments rules.

Davis says she spoke with the chair of the rules committee, Richard Mdakane who said that the proposal from opposition parties did not get beyond the sub-committee because the constitution itself is silent.

The constitution does allow for a secret ballot but only after an election. If more than one name is put forward for those positions then there to be a secret ballot.
