Pastor Ray McCauley of Rhema Family Churches says religious leaders must set up structures which will hold their affiliates accountable.
McCauley, who is also the chairman of the National Religious Leaders Council, says the arrest of Pastor Tim Omotoso is disturbing and raises concerns about how pastors should be held into account.
Omotoso has been arrested for allegedly sexually abusing women in his congregation.
Political analyst and senior journalist, Stephen Grootes, says McCauley got it all wrong.
