Icasa must take responsibility for high price of data services - expert

Research ICT Africa Director, Allison Gillward says while issues of consumer protection and hefty data prices require interrogation by the Independent Communications Authority of South Africa (Icasa) , the cost drivers influencing this should be probed.

Officials briefed Parliament's Select Committee on Communications and Public Enterprises on Wednesday on the costs of communication.

Icasa told Parliament the high price of data will be addressed in revised regulations meant to protect the rights of consumers.

They have to identify the cost drivers that are pushing up the prices in the market and here the regulator has to take responsibility for the high price of services.

She says, in particular, the issues that we are facing around congestion in spectrum need to be addressed as spectrum is not that effective.

The regulator has to go and look at the price of those services and how close to cost they are. Are they actually charging prices way above the cost of use services or are they actually carrying necessary costs that they have to carry as a result of high electricity charges, volatility in currency...?
