DGs only last an average of 14 months under Zuma regime - IRR report

The Institute of Race Relations (IRR) released a report on Thursday entitled “Political musical chairs: Turnover in the national executive and administration since 2009”.

Political analyst, Gareth van Onselen helped compile the report.

The report looks at political turmoil in the national administration.

Van Onselen says the report also focused on the extent President Jacob Zuma reshuffled his cabinet since 2009. He adds that Zuma has changed 62 ministers and 63 deputy ministers.

People have not looked yet at the role of the director generals, who basically run the administrative element of any department, reports van Onselen. He says just like Cabinet, director generals have had their own fair share of numerous shuffles.

Across 38 departments, 172 different director generals in permanent or acting capacity have served since 2009.

He says the results then make it difficult for a minister and a director general to build and maintain relations. Van Onselen goes on to say that the average length of a director general holding office is 14 months.
