MPs and ministers may not boycott committee meetings - Parliament Watch

ANC MPs were a no-show at a Public Administration Parliamentary committee meeting on Tuesday because it was chaired by Makhosi Khoza who they believe broke ANC rules.

It is understood, Public Service Minister Faith Muthambialso failed to turn up for the same reason.

While ANC Chief Whip Jackson Mthembu ordered the errant MPs to attend, ANC secretary general Gwede Manthashe backed their decision not to pitch up.

Parliament Watch's Samantha Waterhouse says this goes against the Constitution.

The minister and MPs cannot choose to stay away from a meeting because they do not like the chair, elaborates Waterhouse.

The Constitution is clear that the executives have a duty to be accountable to Parliament and not the other way around.

Parliament is meant to fulfill a role to allow people to engage in the accountability of the government that is elected, she says.

So by subverting Parliament's role in favour of protecting ministers from asking the hard questions...they are giving primacy to the ANC.
