Public order policing under scrutiny after 14 yr old shot with rubber bullets

A 14-year-old boy was shot at close range in the mouth by police in Hout Bay on Tuesday causing widespread criticism and outrage. The teenager was operation at Groote Schuur Hospital and it is feared he may not be able to regain his speech.

CA consultant at the Institute for Security Studies (ISS) Dr Johan Burger says, from the video footage the police officer does not appear to have been under any threat. Burger adds that the police had enough time to consider his actions before firing at the fourteen-year-old.

Public order policing is a specialised area of training.

The problem dates back to 2006 when Jackie Selebi was national commissioner - when he restructured a lot of specialised units including the public order police units.
