Clarity provided for what sparked Hout Bay violent protest

Deputy director general for fisheries management with the DAFF, Siphokazi Ndudane spoke to CapeTalk's Africa Melane about the recent protests in Hout Bay's Hangberg area and what angered the community.

She says reports about what sparked the protests are misleading. According to reports the protests are mostly over fishing quotas and issues around housing.

Ndudane says the fishing quota has not been set yet, so how can it be about quotas. She says there is a proposal that was discussed with members of the community about Total Allowable Catch, which is also not yet implemented since last year because the department considers the well being of the community.

The proposal for TAC is 59% for 2017, which is very severe.

If we cut TAC by 59% I really think it would be very severe and this could be the reason why it sparked the protests.

Last year it was proposed that TAC be reduced by 34% but Ndudane says her department did not go ahead with the implementations of it.

This is an annual proposal made by scientist based on how much fish is left in the oceans, says Ndudane.

We make decisions looking at how this is going to impact on the people and a number of jobs that are going to be lost as a result.

Ndudane claims her department is caught in between disputes that are not about fishing quotas but seems to be about service delivery. She says she has never seen such violence since she started working for DAFF.
