It takes two to tango, said Organisation Undoing Tax Abuse’s (Outa) Wayne Duvenage on Thursday in an article about the role of business in corruption.

There is the “Payer””, said Duvenage, and the “Payee”.

The Payer is often Government with its huge chequebook.

The Payee is usually private sector businesses that provide goods and services to Government.

Corruption is not a one-sided affair. This dance needs two players and the more skilful the dancers, the more they are able to cream from the Treasury trough.
