Scopa to demand answers from Bathabile Dlamini in grants debacle

Social Development Minister Bathabile Dlamini is due back in Parliament on Tuesday.

Social Development Minister Bathabile Dlamini is due back in Parliament on Tuesday to explain what she is doing to comply with a Constitutional Court judgment demanding that the Social Security Agency take over grant payments.

In a press briefing on Monday, Dlamini said that the South African Social Security Agency (Sassa) will use an open tender process to find providers for three services.

This follows news that Sassa had offered the South African Post Office (Sapo) only one of four possible services the post office said it could offer in the distribution of social grants.

Themba Godi, Chairperson of Parliament's Standing Committee on Public Accounts (Scopa) said he intends to push for a Parliamentary debate on Minister Dlamini's fitness to hold office if there is no specific progress to report.

He spoke to Stephen Grootes on the Breakfast Show.

From where we are standing as Scopa today something must give, it can't be business as usual, we only have 5 months before the expiry of the time frame given by the Constitutional Court.

The Department of Social Development and Sassa have been very tardy in trying to fulfill the decision of the Constitutional Court and we fear that we will back where we were at the beginning of the year.

Attorney at the Centre for Applied Legal Studies, Nomonde Nyembe explains the repercussions that will follow if Dlamini does not abide by the Constitutional Court's order.

There is a separate process being undertaken at the moment, its a section 38 inquiry...so there is a process being undertaken related to the minister's responsibilities and her accountability as an executive member of cabinet.
