Mahlobo's IRP 2017 seems to be deeply problematic - energy expert

According to Managing Director at EE Publishers, Chris Yelland, the long-awaited Integrated Resource Plan for electricity - IRP 2017 - seems to be deeply problematic from what the Energy Minister David Mahlobo presented during a media briefing at the Energy Indaba last week.

Yelland says although they haven't seen the plan, it is likely to be challenged in court.

We are told it's been approved by Parliament and it will be gazetted in the government gazette in due course.

It is deeply problematic, it is irrational, it has no basis in reputable planning and it is simply a used 2010 Integrated Resource Plan... it completely ignores the fact the nuclear was only in the mix in 2010 because there was uncertainty about the future reduction price of renewables but we know now the reduction price of renewables, which means nuclear is not required at all.

Yelland says there was never a meaningful consultation on IRP 2017. If Mahlobo is to use the Energy Indaba as having done consultation, Yelland says the Indaba was held after the decision was made and the plan approved.

If they claim that consultation was done for the IRP 2010, which the IRP 2017 was taken from, Yelland says that is way out of date and cannot be considered.

So the Indaba itself cannot be considered as having some kind of consultation process because the decision took place the day before the Indaba.
