'Failings on land reform makes the ANC look bad'

On the last day of the ANC conference, the ANC newly elected president Cyril Ramaphosa spoke about the issue of land restitution.

There are reports that the ANC has made a resolution to make amendments to the Constitution and Land Restitution Act that will pave the way for the State to expropriate land without compensation.

Prof Ruth Hall at the Institute for Poverty, Land and Agrarian Studies says the ANC's land issue is all about divergent ideologies and interest being brought together in the manner that doesn't actually cohere.

The problem is the failings on land reform makes the ANC look bad.

She argues that groups like the EFF have forced the land issue onto the table, and in the build-up to the 2019 elections, the ANC now feels it must tackle this too.

This is more about the political symbolism that about the economy. Clearly the ANC has never cared about the land much and the way you can see that best is by looking at budget allocation.
