Draft amendment proposes drivers license retests every five years

Spokesperson for the Transport Department Tiyani Rikhotso says that they have drafted a proposal that would amend the existing drivers license renewal process, to include re-examination of a motorists driving abilities after every five years, among other things.

According to Rikhotso, this proposal is part of an ongoing effort by the department to improve road safety, as well as to prevent fraudulent licensing.

Current renewal process insufficient

Legislation in the current National Road Traffic Act allows motorists to renew their driver license without any re-assessment beyond an eye test. Rikhotso says the existing system is not doing enough to adequately evaluate and regulate the driving abilities of South African motorists.

There are a number of people who are driving out there that we believe either need retraining or never received adequate training when they acquired their drivers licenses. This will include people who fraudulently licenses as well. If you look at some of the crashes that we experience on our roads, it is clear that these people were either inadequately trained or they were never trained in the first place .

Our listeners share their thoughts

Andy in Bergvliet says the Department of Transport is testing the wrong people.

Instead of testing motorists, Andy suggests that they re-assess the traffic inspectors who he says are the ones issuing the fraudulent drivers licenses.

Steve in Paarden Eiland says that visible policing is the only way to improve our road safety.

Steve says that this proposal seems like a way to create more jobs, rather than to curb road accidents.

The draft regulation is now open for public comment and Rikhotso says that the Minister of Transport is inviting South Africans to make their contributions. The public have until 8 June 2015 to lodge their inputs.
