The jurisdiction of SANParks only goes as far as the highwater mark and not beyond that. So there is a big argument about whose responsibility that is. Either way, any criminal act is the responsibility of the South African Police Service - even within the park.

But the Ocean View Police Station, like so many others, is understaffed and ill-equipped, he says.

There's a coordination problem between SANParks and police and not enough resources in what is a very large area.

The communities of Ocean View and Masiphumele have serious crime and requires police resources as well.

He says when it comes to both the mountain and the wetlands, SANParks should work much more closely with the surrounding communities.

There could be far better monitoring...particularly in the form of the use of sophisticated tracking measures.

John Parker, Chairperson of Chapman’s Peak Community Watch

He says currently a very small number of rangers is being used to do this and they are not all well trained in tracking. Though SANParks is doing the best it can, he says they are extremely under-resourced and ill-equipped.

It's not like areas like Masi and Ocean View are crime-free and don't need more resources as well.

John Parker, Chairperson of Chapman’s Peak Community Watch

People do need to be more responsible about their own safety, he argues.
