Local firm Mitchell Du Plessis and Associates (MDA) have been named as the qualifying bidder for the tender put out by the City of Cape Town for the development of the Foreshore precinct.
But the proposal is facing criticism from experts at UCT's Centre for Transport Studies and the School of Architecture and Planning.
Professor Vanessa Watson says the proposed plan by MDA contravenes the City's own requirements.
She says the city's plan required a good amount of affordable housing, but out of 3 600 upmarket residential units, only 450 of them constitute affordable housing.

Watson says the project does not integrate with the rest of the city centre - and serves to act as a 'giant wall', cutting the city off from the sea.
She says it doesn't make sense to complete the unfinished freeways, since most cities are in the process of taking down unfinished routes.
