Will CoGTA be able to help dysfunctional municipalities?

Minister of Cooperative Governance and Traditional Affairs, Zweli Mkhize, revealed that only 7% of the country’s 257 municipalities are well-functioning.

While delivering his budget in Parliament on Tuesday, Mkhize also stated that at least 87 municipalities are distressed or dysfunctional, 11 of them under provincial administration.

One third are getting the basics right but have some serious challenges we need to help them address.

And one third are quite frankly dysfunctional. Back to basics is meant to move that bottom third dysfunctional municipalities out of dysfunctionality into a position where at least they can do the basics.

Nel says the issues of municipal debts is a worrying matter. He says the majority of that debt is owned by the top 10 municipalities.
