National Assembly passes Public Audit Amendment Bill

The Public Audit Amendment Bill - a new bill that will give the Auditor-General greater powers to act against those found on the wrong side of the law and are responsible for wasting billions of rands in public funds, has been passed.

The state of financial mismanagement of municipalities has been of concern. Auditor-General Kimi Makwetu revealed last week that irregular expenditure in municipalities amounted to over R28 billion (a 75% increase) and fruitless and wasteful expenditure amounted to R1.5 billion (an increase of 71%).

Makwetu will now be able to take remedial action against those who are responsible for unauthorised, irregular and fruitless and wasteful expenditure.

Parliament's standing committee on the auditor-general, Vincent Smith says the new bill will inculcate a culture of consequence management.

The Public Finance Management Act and the Municipal Finance Management Act already make provision for the roles of accounting officers. What was lacking is a political will to mete out punishment to those who are found to be on the wrong side of those laws.

Because those laws were not as effective as we thought it became very necessary to give the auditor-general the additional powers that we have given him.

Meanwhile the South African Local Government Association (SALGA) chairperson Parks Tau says the Municipal Barometer used to evaluate effectiveness of different government programs and policies, will monitor issues of financial performance to enable all stakeholders to intervene appropriately.

He has welcomed the new legislation.
