[LISTEN] Kgalema Motlanthe shares his take on land reform and inclusive growth

Former president Kgalema Motlanthe will form part of a panel of speakers at the Inclusive Growth Forum in the Drakensburg this weekend.

The convention organised by his foundation will provide a platform for thought leaders to exchange ideas and develop action plans that will map out the way forward to achieve the overarching goals of the National Development Plan.

Motlhanthe joined Joanne Joseph on the Afternoon Drive to share details on this as well as his views on the implementation of land reform.

One of the issues the working groups will look into is the land question. I happened to serve on the high level panel established by the speakers forum. We were mandated to look into impact of legislation...our recommendations are simple and straight forward, that the Constitution allows for expropriation with compensation and also lists the factors that must be taken into account in determining levels of compensation.

At the moment, urbanites who live in the townships have no security of tenure, they can't use their property as collateral to get into the mainstream economy. Demand for land is actually in the urban areas.

Our view is that instead of taking the long route of going out there to survey the land in rural areas and demarcating it, normal technology can be used to record that these people live where they are now and therefore their security of tenure should be through legislation which gives official recognistion that they own the piece of land they occupy.
