Colette Mang, chair of the Swartland and West Coast SPCA, says the men will be charged in terms of the Animal Protection Act.

She says the SPCA received tip-offs from community members in Velddrif, Laaiplek, who helped identified the perpetrators.

According to Mang, the video appears to have been taken several months ago.

The probe involves the Department of Environmental Affairs and Tourism, the SPCA and police.

We've laid charges in terms of the Animal Protection Act.
