On Wednesday, Finance Minister Nhlanhla Nene revealed that more than half the country’s municipal managers and chief financial officers don't have the minimum competency levels to do their jobs.
He was replying to parliamentary question. Nene said that only 94 of the 193 accounting officers meet the minimum competency level, and 79 of the 218 CFOs meet the requirements.
Joanne spoke to Public Policy Specialist and lecturer at North-West University Kagiso Pooe to get his take on the matter.

Pooe says the problem may go as far back as 1994.
