It was revealed that more than half the country’s municipal managers don't have the minimum competency levels to do their jobs.

On Wednesday, Finance Minister Nhlanhla Nene revealed that more than half the country’s municipal managers and chief financial officers don't have the minimum competency levels to do their jobs.

He was replying to parliamentary question. Nene said that only 94 of the 193 accounting officers meet the minimum competency level, and 79 of the 218 CFOs meet the requirements.

Joanne spoke to Public Policy Specialist and lecturer at North-West University Kagiso Pooe to get his take on the matter.

There is actually relevant legislation which tells us that if you work as a municipal manager or in the finance department, there is actually a minimum qualification that is needed so the key thing is why has this not been enforced.

Kagiso Pooe, Public Policy Specialist and lecturer at North-West University

It is not enforced because we not actually held to political principal.

Pooe says the problem may go as far back as 1994.

What was supposed to be a sign of good will to say listen, lets get into government and a lot of people may not have qualifications, lets give them time, ended up being an abused system where people will go for positions of power knowing they don't have the requisite skills.
