The so-called Sars rogue unit had a major impact on the number of people working at the revenue service, resulting in the purging of some members.
Speaking to Bongani Bingwa, Noseweek editor Martin Welz says the question of whether there was a rogue unit or not is an open debate. There is plenty of evidence that suggests that it overstepped the mark, he says.
He says the unit did not comply with the law and believes this will be established in the courts.
The second question, he explains, is whether that unit was legal in its constitution or not and whether all its actions were legal.
