Premier Helen Zille explains housing plans for old Conradie Hospital site

John Maytham asked Western Cape Premier Helen Zille for a report on an earlier briefing about the old Conradie Hospital site.

The decision was made to confirm the previous proposal to dispose of the site and enable Concorp Construction to develop it in a really massive residentially-led development which will see an investment of R3 billion and over 3600 residential opportunities.

Concorp Construction was chosen through a rigorous procurement process that went out to tender, she says.

She says the 22-hectare site will also include sites for two new schools, parks, recreational and commercial space.

It will be a whole multi-use development.

It lends itself to a new model of housing development, and that is why I called it a gamechanger, and that is why it is so pathbreaking.

She explains that half the housing will be subsided housing opportunities, not to be confused with RDP housing opportunities and will be available to people earning less than R15 000 a month.

There will also be cross-subsided units for open market opportunities.

The areas will be available to 1800 families who live in a 7km radius of the site.

She explains the application process for rentals will be managed by a social housing company, as well as those units which may be purchased.

She hoped it will be used as a pioneering model for many other developments across Cape Town.

It has taken three years to pass all the legislation required to have "the basket of rights in place," says Zille, and hopes the first construction will begin within nine months.
