Many creative people earn a living by showcasing their talent in public. According to the City's bylaws, they need a permit in order to do so.
This also applies to Innocent Zungu, a young man who has been delighting beachgoers with his wonderful sand sculptures - earning tips from onlookers.
Councillor Zahid Badroodien, City of Cape Town Mayoral Committee Member for Area South explains what the law says about these permits.
He says Zungu will need what is called the Special Buskers Permit and he is willing to assist him to acquire one.
