Justice Project South Africa wants the courts to order and force the authorities, including the Tshwane Metro Police, to only serve traffic notices by registered post, unless they’re served personally on a motorist who’s committed a traffic offence.
The Project’s asked Judge David Unterhalter to declare that fines can only be served in these two ways.
