'President in tricky position to appoint people not accused of wrongdoing'

The Presidency released a statement on Sunday that President Cyril Ramaphosa will not announce his new Cabinet on Monday.

In the statement, the Presidency dismissed media reports that the announcement will be made on Monday and clarified that Ramaphosa will announce his Cabinet later this week.

To discuss the imminent announcement, Bongani Bingwa chats to University of Pretoria political analyst, Professor Tinyiko Maluleke.

Maluleke says even though it is Ramaphosa's prerogative to appoint whoever he wants, the announcement is a political process that he must manage within the African National Congress (ANC) national executive committee.

Given the fact that in our very recent past, allegations emerged that a president took instruction from elsewhere about who to appoint in Cabinet. We have seen situations where in the middle of the night, suddenly, out of nowhere the president would announce that he is removing so and so and replacing them with so and so.

Maluleke says events of the recent past weigh heavily on Ramaphosa and believes he cannot announce his Cabinet without consulting with the ANC.

Maluleke says the president is in a tricky position to appoint people that have not been accused of wrongdoing, especially after Public Protector, Busiswe Mkhwebane found Public Enterprises Minister Pravin Gordhan guilty of improper conduct regarding an early retirement payout for former South African Revenue Service deputy commissioner Ivan Pillay.

We now have a precedent where the Public Protector's report can't just be ignored, even one whose three reports have been set aside. So it is a particularly tricky one for the president if indeed he was thinking of asking Gordhan to continue.
