Steven Friedman, Columist - Business Day

Friedman instead proposes a 'citizen panel' - a concept, he says, which has been tried and tested in other countries.

You randomly choose a hundred citizens so that they represent the full spectrum of the society... and they deliberate and come up with a decision.
