'Mining safety is a culture issue, we need better commitment from companies'

Parliament's committee on land reform, environment, mineral resources and energy raised concern this week over the budget allocated to safety and health in South Africa's mines.

On Wednesday the department of mineral resources and energy tabled its its annual performance plan and budget for 2019/20.

Deputy Minister of Mineral Resources Bavelile Hlongwa joined Joanne Joseph on the Afternoon Drive to respond to the safety concerns and share more details on the department's plans.

The issue of safety is more of a culture issue and what we need is better commitment from companies not to send people into mines that they know are not stable already.

The part that the department does is inspection of the commitments of safety that companies have made. I am five months into the job and with what we are planning, I am happy.

What we need to be objective about when we discuss this matter is not to say that the department is not committed to safety. It is to say: 'Are all three players committed to safety?'

That budget goes towards enforcing the safety regulations and inspection. In terms of the plan in the next nine months, I am happy.
