The City of Cape Town’s legal battle against the South African National Roads Agency (Sanral) continues in the Western Cape High Court today.
The City has put in an application against plans by the Sanral to implement a tolling system on sections of the N1 and the N2 highways.
Lawyers for the City say various decision makers (including Minister of Transport and Minister of Environment) were ill-informed when they signed off on the decision to toll.
They further argue that Sanral's board did not approve declaration to toll when it was made in 2008 - the board only approved it in 2014 (on basis of outdated information).
The City has said that the application is not about policy but about the lawfulness of the decisions that have been taken, including looking at alternatives to tolling.
