Sars tax audit selection process called into question

Several listeners have expressed concern over the auditing process undertaken by the South African Revenue Service.

In particular, parents of children with disabilities have complained about being repeatedly targeted for an audit and having to re-submit the same certified medical information each year.

To follow up on this, presenter Kieno Kammies spoke with Mark Kingon, Group Executive for Escalation and Support at Sars, who says that he is unable to detail how certain certain tax returns are flagged for review.

According to Kingon, the automated risk engine generates cases for review and there are often people who fraudulently claim for disability expenses.

People are maliciously claiming that they have got disabled dependents, so there is vigilance and respect taken in this area. Unfortunately, some legitimate claims are being identified for review. We don't want to review people unnecessarily but we want to mitigate risks of fraud.

Kingon did acknowledge an error in one matter relayed on the show on Monday. He said he was handling the case personally.

He says one of the short-comings of the system is that it requires audited taxpayers to provide the same documents on a yearly basis.

Kingon advised that Sars will be looking into creating an electronic database which would keep documentation permanently.
