The City of Johannesburg, through its implementing agent the Johannesburg Development Agency, has upgraded the public environment in Hillbrow, Berea and Yeoville (HBY) as part of its Inner City Charter regeneration commitments.

The reason for the upgrade is: to create safe, viable public areas, to induce further private investment, and to encourage residents to beautify their own properties. The HBY public environment upgrade has covered almost 200 city blocks and was carried out in accordance with the classification of roads into high streets (such as Pretoria / Kotze and Rockey / Raleigh), activity streets with high vehicular and pedestrian volumes, and residential streets.

The scope of work includes paving, landscaping, street lighting, street furniture, storm-water inlets, litter bins and public toilets. Five parks - Pieter Roos, Alec Gorshell, Le Roith, JL de Villiers and Donald Mackay - have been upgraded, with the emphasis on public safety and security. Public toilets have been installed.

A number of public art works reflecting the diversity and identity of Hillbrow, Berea and Yeoville have also been installed. The historic Governor's House and Hillbrow Recreation Centre have also been upgraded as part of the project.
